Fitch Rates TELUS' Debt Issuance 'BBB+'; Outlook Stable

Fitch Ratings has assigned a 'BBB+' rating to TELUS Corp.'s (TELUS) CAD600 million 3.65 percent senior unsecured note offering due in 2016. Proceeds from the offering will be applied to the repayment of the company's outstanding US$748.5 million 8 percent notes due June 1, and accrued interest. Excluding accrued interest but including the associated cross-currency and interest rate swaps, the amount payable associated with the maturity is $1.135 billion. The remaining balance for repayment will be funded from a combination of drawings on its revolving credit facility, commercial paper, an accounts receivable securitization program and/or operating cash flows. The Rating Outlook is Stable.

TELUS' ratings reflect the company's diversified revenue mix, its position as one of the three principal national wireless operators in the Canadian market, and its leading market position as a local wireline operator in Western Canada and eastern Quebec. In addition, wireless simple free cash flow (FCF; EBITDA less capital spending) has improved due to the completion of TELUS Mobility's advanced third-generation (3G) high-speed packet access plus (HSPA+) wireless network in late 2009. Capital spending in the wireline segment has declined, due to the wind down of spending on the ADSL2+ high-speed data deployment partly offset by spending on other growth areas. These strengths are partly offset by pressure on operating results caused by competition.
The Canadian economy has moderately expanded since emerging from the recession in the third quarter of 2009, and the improvement has contributed to a strengthening of wireless postpaid gross and net additions. Fitch expects postpaid subscriber growth to remain moderate, given the maturation of the market and as new operators launch service in the advanced wireless services (AWS) spectrum band. In Fitch's view, in the longer term wireless services revenue growth, particularly data, and wireline data services revenue growth are key to the company's stability. Both services provide an important offset to the pressure the company is experiencing in its wireline voice operations. The latter operations are experiencing competitive pressures from wireless substitution, as well as cable operators expanding voice-over-Internet protocol (VoIP) offerings. In 2010, external wireless and wireline data revenues were 74 percent of consolidated revenues, up from 71 percent in 2009.

For the latest 12 month (LTM) ended March 31, leverage was approximately 1.8 times (x), slightly higher than year-end 2010. Although EBITDA grew modestly, Fitch's leverage calculation now includes the accounts receivable securitization program as it is now on balance sheet due to the adoption of IFRS accounting on Jan. 1. Adjusted debt to EBITDA remained flat at 2.2x for the LTM ended March 31, relative to year-end 2010. Fitch anticipates leverage may improve modestly to 1.6x-1.7x in 2011 as a result of continued EBITDA growth and a slight decline in debt during the remainder of the year.

TELUS' financial flexibility is good, owing to its FCF, undrawn revolver capacity, commercial paper program, and accounts receivable securitization program. FCF for the LTM ending March 31, was approximately CAD247 million, and balance sheet cash and temporary investments amounted to CAD23 million as of March 31. TELUS maintains a CAD2 billion revolving credit facility maturing in May 2012. The financial ratio covenants in the credit facility include net debt to operating cash flow of less than 4x and operating cash flow to interest expense greater than 2x. The revolver backstops TELUS' commercial paper program, which had CAD254 million outstanding at March 31. In addition, there were outstanding undrawn letters of credit of CAD117 million against the revolver. Consequently, the CAD2 billion revolving facility had CAD1.629 billion in net availability.

The company's CAD500 million accounts receivable securitization program matures in May 2012, and TELUS had CAD400 million outstanding at the end of the first quarter of 2011, remaining flat with the amount outstanding at the end of 2010. The program contains a trigger clause, which would unwind the program if TELUS Communications, Inc. (TCI) is rated below investment grade by a Canadian rating agency, though Fitch believes this is unlikely given its current rating level.

Upon the redemption of the June 2011 notes, debt maturities for the remainder of 2011 consist of approximately CAD259 million (including CAD254 million of commercial paper), CAD300 billion due in 2012 and CAD300 million due 2013.

In May 2011, TELUS released guidance indicating its dividend policy over 2011-2013 would target two dividend increases annually approximating 10 percent per annum. In 2010, TELUS increased its long-term guidelines for a dividend payout ratio to 55 percent-65 percent of sustainable net earnings on a prospective basis from 45 percent-55 percent, based on improved earnings prospects and moderating capital expenditures.

FED:Final Tiger chopper handed to defence

CANBERRA, Dec 1 AAP - Defence company Australian Aerospace has handed over the last
of 22 Tiger armed reconnaissance helicopters (ARH) to the Australian Defence Force (ADF).

In a formal ceremony at the company's facility in Brisbane, chief executive Dr Jens
Goennemann said it was a great day for Australian Army Aviation, the ADF and Australian
Aerospace.

He said it also marked another important milestone in the ARH program.

"The Tiger ARH has been a complex and demanding program and one not without its fair
share of challenges," he said in a statement on Thursday.

"But extensive collaboration and a cooperative approach by Australian Aerospace, our
industry partners and the various ADF branches involved has been a significant contributor
to where we proudly stand today."

The Tiger helicopters were ordered in 2001 in a $2 billion deal to replace Vietnam
War-era Iroquois and Kiowa helicopters. The first four were manufactured in France and
the rest assembled in Brisbane by Australian Aerospace, a subsidiary of Eurocopter.

The project encountered a series of technical problems and delays and was at one stage
on the government's projects of concern list.

Australian Tigers are set to be declared fully ready for operational service next year,
however, French Tigers have been flying operationally in Afghanistan for the last two
years.

Thursday's handover ceremony was attended by representatives of the Commonwealth, aviation
and aerospace companies, the Australian Defence Force plus senior management of Australian
Aerospace and its parent Eurocopter.

Dr Goennemann said delivery of final Tiger ARH022 did not signify an end to Australian
Aerospace's Tiger relationship with the ADF.

"Australian Aerospace will continue to work with Army to support, maintain and bring
this important new platform to maturity within the ADF," he said.

Tiger represents a very significant increase in capability for the ADF.

Australian Aerospace says it's the world's most advanced armed reconnaissance helicopter,
featuring advanced technology which makes it faster and more agile than competitors, such
as the US Apache.

Tiger carries a crew of two - pilot and gunner - and is equipped with an advanced day
and night surveillance system, a 30-mm cannon, 70mm freeflight rockets and, unlike French
Tigers, the US Hellfire air-to-ground missile.

McAfee Safe Eyes Earns Top Ranking in Parental Control Programs in European Commission Report

InternetSafety.com, now a part of McAfee, announced that McAfee Safe Eyes parental control software earned the highest overall score of 29 filtering products evaluated by the European Commission for children ten and under.

Rankings are based on a composite score measuring product functionality, effectiveness, usability and security.
The study, called "Benchmarking of parental control tools for the online protection of children," was released in January 2011 and commissioned by the European Commission to help parents evaluate the multiple family Internet management tools currently available in Europe. The project was funded by the European Union through the Safer Internet Programme, designed to create a safer online environment for young people. Complete results are available here.

"This report is the most comprehensive comparison of different parental control solutions we have seen," said Shane Kenny, director of sales and marketing for McAfee Safe Eyes. "The fact that Safe Eyes software topped the rankings reflects more than a decade of product development and an ongoing commitment to protecting children from the unsavory side of the Internet. Parents anywhere in the world can use this study as a guide in selecting the product that fits the specific needs of their family."

The software allows parents to block objectionable websites in their choice of 35 categories as well as by URL and keyword. It also offers the option to protect children from inappropriate online TV shows and movies based on standard TV and movie ratings, schedule Internet use, block or record instant messenger chats, and get reports when user-selected terms or phrases are posted on social networking sites like Facebook. Safe Eyes software works with Firefox, Internet Explorer, Chrome and Safari.

Safe Eyes Mobile software, a filtering-enabled Internet browser for the Apple iPhone, iPhone 3G, iPod Touch and iPad, provides similar functionality to Safari by offering the same pinch and tap zoom, bookmarks and built-in Google search. It is available through the iPhone App Store immediately.

Fresh allegations have been made against the crew of HMAS Success .. following a visit
to Singapore last week.

Defence Force chief ANGUS HOUSTON has confirmed the ADF Investigative Service is looking
into the incidents.

The HMAS Success is already the subject of an inquiry in Sydney .. investigating inappropriate
behaviour and an alleged onboard sex-ring.

Air Chief Marshal HOUSTON has stressed the allegations haven't yet been proven .. and
there'll be no other comment until the investigation's complete.

MELBOURNE, Dec 16 AAP - Illegal strike action is stopping Australia Post trucks at
several Victorian facilities, the company says.

About a quarter of staff did not show up for work on Wednesday as part of the on-going
industrial dispute.

Pickets blocked trucks in at least five major mail sorting centres in the state and
in one case a manager was allegedly assaulted, company spokesman Alex Twomey says.

"We think this is outrageous behaviour and we're going to be taking that up with the
police," he told reporters in Melbourne on Wednesday.

Union action blocked trucks across the state in Ballarat, Dandenong, Melbourne Airport,
Geelong and Ardeer.

In Melbourne, a manager was allegedly punched at the city's main airport sorting facility,
he said.

"Let's be clear. This is an illegal picket," he said.

"This is not a peaceful picket and when you start blocking trucks in and out that becomes
an illegal picket."

In CCTV footage released by the company, one truck is seen being blocked from accessing
a mailing facility by several people. Later, a man in a neon yellow vest that says "union"

stops a truck from leaving by resting his back against it.

Mr Twomey blamed the activity of a handful of individuals.

"We're really having a few individuals, less than 20 in a few key areas, stopping the
whole of people's Christmas presents, letters to Santa, Christmas cards not going through
the mail."

Mr Twomey said if such action continued beyond Friday, customers would see major issues
in postal delivery next week.

CEPU Victorian branch secretary and treasurer Joan Doyle said at 1pm (AEDT) on Wednesday
about 70 people were on the picket line outside the Dandenong Letters Centre, in Melbourne's
southeast.

"Every shift that comes through joins the picket line in the mail centre," Ms Doyle
told AAP from the picket line.

"Basically nothing is coming in or out," she said.

"We don't think there is any product in the centre."

Ms Doyle said the picket line would end at 4am on Thursday.

Meanwhile, a community picket line at the Geelong Mail Centre was said to have clashed
with a postal truck on Tuesday evening.

Geelong Trades Hall delegate John Cameron, who was observing the picket line at the
time, said no one was injured during the incident about 10.30pm.

"The truck just came through, slowed, then rammed right through them," he told AAP.

He said the people on the community picket line, which included members of unions other
than CEPU postal workers, who were standing to one side, were forced to grab hold of the
truck to avoid slipping underneath.

Rangers are searching for a dingo that attacked a four-year-old boy on Queensland's
Fraser Island.

The child was walking with his family along a beach at Hook Point on Wednesday when
the animal knocked him to the ground and bit him on the legs.

Rangers believe they know the animal responsible for the attack .. but are yet to track it down.

Sustainability Minister KATE JONES says while such attacks on the island are rare ..

rangers will be ramping up their dingo awareness campaign on the beach and on barges.

Australians have pledged more than 20 million dollars for the Red Cross Bushfire appeal
during the Nine Network's Telethon .. bringing the total raised to more than 77 million
dollars.

A host of celebrities turned out to raise money .. to help the fire-ravaged communities
rebuild their lives.

The network says the Australia Unites telethon raised 21 million .. 502-thousand-485
dollars and featured politicians .. musicians .. actors and sports stars.

The weekend fires have killed at least 181 people and destroyed more than a thousand homes.

A survey shows children who are left home alone outside school hours .. while their
parents work .. are stressed and some fear being kidnapped or attacked.

Children aged nine to 14 years .. from the Tweed Shire, Campbelltown and Sutherland
.. were surveyed as part of a NSW parliamentary committee submission by the Network of
Community Activities .. which represents out-of-school hours care services.

News Ltd newspapers report one child saying his greatest fear was that his 12-year-old
brother who went home alone each day could get hurt or kidnapped.

Network spokesman ROBYN MUNRO-MILLER says all the children interviewed had general
concerns about their safety .. with some holding fears they could be raped or attacked.



The parliamentary committee on children and young people is conducting an inquiry into
the needs of children aged nine to 14 .. and has found that by the time their youngest
child has reached the age of 10 .. 71 per cent of mothers have returned to the workforce.

The committee has been told that many parents don't know what to do with their children
for out-of-school care once they reach high school age.

SYDNEY, Dec 16 AAP - Rain couldn't dampen the pulling power of Australian superstar
Nicole Kidman, as nearly a thousand fans showed up at the Sydney premiere of her latest
movie, The Golden Compass.

Traffic was closed on Market St and parts of Pitt St in central Sydney as Kidman and
her entourage took centre stage in wet, stormy weather before making a grand entrance
to The State Theatre at 5.50pm (AEDT).

The Oscar winner, who wore a striking silver pant suit and spent about 10 minutes meeting
fans and signing autographs, said she was happy to make a film in which a little girl
was the protagonist.

Kidman plays a supporting role as scholar and explorer Marisa Coulter in the fantasy
adventure based on the novel by the same name which tells the first story of author Philip
Pullman's trilogy.

Kidman said her decision to star in a fantasy film came after Pullman wrote her a letter.

"I mean, my decisions are so erratic, I just choose off the cuff a lot of times, but
primarily this was because Philip Pullman wrote me an amazing letter telling me that when
he was writing the novels he had me in mind," Kidman told AAP.

"So that's hard to turn down, he's such a good novelist."

Kidman is equally happy to be spending Christmas with her family in Australia - and
not to be working.

Kidman's latest project, the Baz Luhrmann epic, Australia, which also stars Hugh Jackman,
wraps up on Wednesday after nine months of filming.

"It will nice not to be working," she said.

The Golden Compass opens on December 26 and stars Dakota Blue Richards, Eva Green,
and Daniel Craig.

The NSW Liberal party says there's no urgency to find a replacement candidate for the
federal southern Sydney seat of Cook.

It follows a decision made yesterday not to endorse MICHAEL TOWKE .. a move backed
by JOHN HOWARD.

Mr TOWKE was dumped following allegations of branch stacking .. and inaccuracies on
his preselection nomination form.

A NSW Liberal party spokesperson says they'll wait for the dust to settle .. and start
working through the replacement process in a couple of days.







Mr TOWKE won a pre-selection ballot in July for the safe seat .. beating a field of
high calibre candidates with the support of the party's right faction.

But his candidacy was put on hold following accusations he provided false details in
his preselection application .. and paid membership fees for hundreds of new recruits.

Mr TOWKE's denying he lied on his nomination form.

CANBERRA, Feb 11 AAP - Prime Minister John Howard said today he would not introduce
a greenhouse emissions trading market if it made Australian industry less competitive.

Mr Howard dismissed plans by the state governments to start a carbon market, saying
a national market would have to be compatible with rest of the world.

"I'm not going to adopt an emissions trading system in Australia that burdens our industries
whilst allowing others that are less efficient and greater pollutants (sic) to get an
unfair advantage," the prime minister told the Nine Network.

A task force on emissions trading is scheduled to report to the prime minister in May.

"What I'm doing through this joint business task force is working on both a feasible
global response to emissions trading and how that would interact with a domestic one,"

Mr Howard told the Sunday program.

"I don't think you seriously do this work unless you engage the business community,
unless you engage the mining companies, you engage the energy companies, the people whose
businesses and whose employees, whose workers, are going to be affected perhaps adversely
if we get it wrong."

Mr Howard also questioned the Labor Party's vow to preserve coal mining in the face
of Australian Greens' calls for the industry to be axed to combat global warming.

"The Labor Party has a track record of caving into the Greens to get their preferences,"

said Mr Howard, referring to the party's Tasmanian forests policy at the 2004 election.

"The earliest you could build a nuclear power station in Australia on the basis of
that is probably not until after 2020," Mr Macfarlane told Sky News.

The meeting will be the first of all Australian Nursing Federation members at the hospital

ANF Victorian branch secretary LISA FITZPATRICK says the nurses are apprehensive the
restructure may be motivated by cost cutting at the expense of quality patient care.

DARWIN, April 18 AAP - A Darwin-based expert on the music of Johann Sebastian Bach
has sparked international controversy by raising doubts about whether the German composer
wrote all of his own music.

Charles Darwin University researcher Martin Jarvis has studied some of Bach's manuscripts
using forensic techniques, and believes the cello suites were composed by his former student
and second wife Anna Magdalena.

His research has been presented at academic conferences around the world, and will
be the centrepiece of a two-day symposium at Charles Darwin University later this week.

"My research has created a bit of a stir in the Bach world," Professor Jarvis said.

"I have been able to identify the handwriting of Bach's second wife Anna Magdalena
in places where it should not be."

It has been a 30-year journey for the Darwin Symphony Orchestra conductor, since his
interest was first sparked as a Bach student at the Royal Academy of Music in London in
1971.

He said the cello suites seemed different to other pieces of music by the legendary
German composer.

In 2001, Prof Jarvis turned detective, contacting the forensic laboratory in Darwin
- "fortunately the director is a great fan of the Darwin Symphony Orchestra", he said.

He made contact with the Victorian forensic laboratory, and some consultants, and also
trained as a forensic document examiner to continue his investigations and "tease these
handwriting issues apart".

"As I began to do that I began to realise that certain things that have been stated
as fact, seemed to not be true," he said.

"I feel like the fellow who wanted to challenge the question of whether Shakespeare
wrote Hamlet."

Prof Jarvis said musical analysis indicated it was unlikely Bach wrote the suites because
of the way the music was constructed, and his handwriting analysis found Mrs Bach's writing
in unlikely places.

"Being a woman at that point, there was no likelihood that she would have been recognised
as a composer," he said.

He said his research techniques could be applied to other composers.

"I have been curious about Mozart's sister Nannerl, and whether or not she was involved
in any of the manuscripts of Mozart," Prof Jarvis said.

Stockton Storeowner Sell Classic Video Games to Enthusiasts.

Sep. 8--Morgan Boyd was born about the time that the classic Atari 2600 video game system was introduced in 1977.

Boyd, a former Lodi resident now attending California State University, Sacramento, recalled playing Atari as a child, but he was too young to develop any real skill or passion for the game system before it passed into obsolescence. No, he had to wait until four or five years ago when he got hooked on games like Pac-Man, Gravitar and Yar's Revenge after playing at a friend's house.

"He had a ton of them, because they were so cheap," Boyd recalled "I just really got hooked."

"I don't really like the new systems," he said. "... They're just too complex, I guess. Plus the old games, the prices ... you can get 10 Atari games for like seven, eight or nine bucks."

And Boyd is not alone.

The recent Classic Gaming Expo 2001, an annual convention in Las Vegas for fans and dealers in old video games and game system, high a four-year high for attendance and participation by sponsors.

The inaugural affair in 1998 drew about 150 people, while the 2001 event was attended by more than a thousand people from across the United States and Canada.

Classic games and game systems, including such names as Atari, Intellivision, Colecovision and Odyssey, constitute a good portion of the business at Video Game Exchange in Stockton, owner Tom Martin said.

Martin, who keeps an Atari 2600 system on hand at the store (it's not for sale) to play Pac-Man or Pong when businesses gets slow, said he's built a steady trade through his on-line Web site, www.videogex.com

"It helps a lot, particularly in the slow months."

Perhaps about 20 percent of his sales are made on the Web and the bulk of that trade is in classic games.

When Martin opened the first Video Game Exchange store in Lodi about six years ago, he decided he would try to carry games and accessories for all the popular systems, from the Atari 2600 to the then-state-of-the-art Playstation.

"We've always had a loyal customer base as far as Atari goes," he said. "We have a very loyal customer base on the Internet, as well."

The old games have a wide appear, he added.

"It's funny because you'll get kids, 12 and 13 years old, get hooked on it," Martin said, As well as middle-age men and women.

That appeal is a mixture of nostalgia, simplicity and pure fun, classic game fans said.

"It's simple, one button and a joystick," Martin said. ... "They had to concentrate on making the game fun instead of blowing you away with graphics."

"I definitely like the simplicity of the games," Boyd said.

"The new (game-system) controllers, there's like six buttons and all these combinations you have to do.

..."It takes a lot more time to get into those games, unlike an Atari game when you sit down and within a couple of minutes you're on your way."

Renewed interest in classic video games has made them harder to find and somewhat more expensive, although they still come nowhere near the price of a new Playstation2 ($300) or Nintendo's next-generation GameCube, expected to be released this fall for $200.

Martin, who has no Atari or original Nintendo Entertainment System game consoles currently for sale, has waiting lists of customers for both machines.

If he has them, Martin said he sells Atari 2600 consoles for about $30, while they might go for $50 to $60 at other dealers.

"Atari, they're very hard to find," said Fred Karimi, who's operated the Tracy Game Exchange in Tracy for the past six years. "We get calls, maybe three or four times a month, from people looking for units."

"The best place you can find Atari games are flea markets or swap meets."

Karimi recalled he did sell an Atari system with a number of games about three months ago when a buyer offered him $100.

"I was willing to go even lower. I don't know why he needed it so badly," Karimi said.

Perhaps, he said, people will pay anything to bring back the memories.

Collectors have also driven up the price on rare game titles, even though them games themselves might not be worth playing. Such buyers ask for games in their original boxes, with certain types of labels or unusual items.

Rare games such as Halloween and Texas Chainsaw Massacre, as well as some unauthorized adult titles, might fetch as much as $50 or more, Martin said.

He estimates there may be as many as 1,300 different game titles for the Atari console and occasionally new games continue to appear.

"There are still fans that learned to program for Atari. Every once in awhile, a new game will come out for ... homemade games," Martin said.

"Most people by the common games they played growing up."

Serious collectors might have as many as 300 to 400 different titles.

Martin, who opened his Stockton store in the spring, said the business keeps himself and his wife, Bridgitte (another Atari fan) very busy.

He has taken on a partner, David Flanagan, to continue to run the Lodi store.

Martin said another reason he likes the old games was than many of them were designed for more than one player, adding a welcome element of competition and unpredictability.

"My wife, Bridgitte, before we got together, she had a system," he said. "So we play together."

"I was a 2600 fan, he was a(n Atari) 5200 fan," Bridgitte Martin said.

"Pretty geeky, huh?"

Instead of trying to settle the debate about which game system was the best, the couple simply kept them both.

"A social movement analytic framework is used to consider the structure of the movement's web space. The World Wide Web is the data source for investigating the movement's use of the Internet to organize itself and its alternative knowledge production, identifying the ideological content of the movement's main actors and web communities, and examining a central movement actor," wrote D. Zuev and colleagues, University of Lisbon.

The researchers concluded: "The mechanism of knowledge production in this social movement and its organizational culture are explored in the Russian context and as part of larger extreme-right trends."

Hudson Institute, a policy research organization, launched the Center for Economics of the Internet, a program on Internet policy that focuses on free-market principles.

"Federal agencies are currently addressing policy decisions based on a theory of 'Internet exceptionalism,' where ordinary principles of economics do not apply," said Furchtgott-Roth. "Unfortunately, this arrangement only serves to harm consumers and weaken our businesses. The Center for Economics of the Internet will dispel the myth that regulating one part of the Internet ecosystem can be walled off from impacting other parts of the ecosystem."

According to a release, the Center will produce analysis of relevant trends and policy debates. Programs will include studies, white papers, and regular seminars and briefings in DC featuring scholars, beginning with a breakfast dialogue on June 17. These thought leaders will present original research and opinion on issues including but not limited to intellectual property rights, peering, investment, competition, regulated pricing of services, and privacy and cybersecurity.
