NSW:Kelly acted corruptly over land deal: IC=2

The report found that Mr KELLY created the letter himself and mislead public officials
that it was real.

The ICAC has recommended criminal charges be considered against Mr KELLY, Mr WATKINS
and Mr COSTELLO.
